Innovative Field Metals Screening Approach
Subsurface environmental assessments are designed to quantify environmental impacts on a property and
typically include a field screen for organic vapors. These organic vapor field screenings are performed with a
photoionization or flame ionization device. The results provide a qualitative basis for determining impact areas
associated with organic contaminants (i.e., gasoline, solvents, creosote). However, a practical way to perform
field screening for metals has not been readily available until recently.

Spill Prevention Control and Countermeasures Plan Regulations
On Friday, February 17, 2006, the U.S. EPA issued a Final Rule extending the compliance date for the new SPCC Rule (40 CFR Part 112). For applicable oil storage
facilities, SPCC Plans must be updated and put into effect by October 31, 2007. Many believe this will be the final extension of the July 2002 SPCC Rule.

The U.S. EPA signed the final "All Appropriate Inquiry" Rule
On October 21, 2005 the U.S. EPA signed the final “All Appropriate Inquiry” (AAI) rule that went into effect with its publication in the November 1, 2005
Federal Register. The AAI final rule references the American Society for Testing and Materials (ASTM) Standard Practice 1527– “Standard Practice for Environmental
Site Assessments.” The ASTM 1527 Standard has been the recognized method for conducting due diligence studies since 1993 and has been revised several times since its
inception. The AAI Committee recognized that the ASTM 1527 Standard was lacking in some areas and the new AAI final rule addresses these inadequacies. ASTM plans to
issue a revised version of the 1527 Standard (ASTM-1527-05) on or about November 15, 2005 that is consistent with the final AAI rule.
