KU Resources, Inc. retained for redevelopment planning project after successful completion of Remedial Investigation/Risk Assessment
The PADEP has approved the Remedial Investigation/Risk Assessment prepared by KU Resources on behalf of EMF Development Corp. and the Borough of
Franklin for the Franklin Mills site in Cambria County adjacent to the City of Johnstown. The Risk Assessment demonstrated that the site is
acceptable for non-residential redevelopment without any remediation necessary. Thus, no Cleanup Plan will be necessary. To our knowledge,
this is the first use of Risk Assessment methodologies to avoid costly cleanup, and more importantly post-remediation care requirements, for
a former steelmaking site under Act 2. Based in part upon this successful project, we have just been retained to undertake a $200,000
redevelopment planning project for the site funded by a grant under Pennsylvania’s Business in Our Sites program.
