David R. Kerschner is a hydrogeologist responsible for managing regulatory and technical
activities for large projects under the Resource Conservation and Recovery Act (RCRA), Comprehensive
Environmental Response, Compensation, and Liability Act (CERCLA), and similar state statutes. Mr.
Kerschner entered the environmental industry in 1979 and has substantial experience in conducting
and managing environmental investigations, feasibility studies, and remedial actions at hazardous
waste sites. He specializes in regulatory management, soil and groundwater investigation, and
remediation program management at current and former industrial facilities.
As a former hydrogeologist and corporate environmental manager for a large wood preserving and
coal tar chemical production company, Mr. Kerschner has extensive experience in all aspects of
environmental issues affecting current and former industrial operations. He was responsible for
developing and performing investigations and remediation activities at the company’s sites
throughout the country, as well as, for maintaining day-to-day environmental compliance and permitting
activities at a number of operating locations. Since entering the environmental consulting field, he
has continued to provide a variety of services to the industry. Currently, his experience extends to over

Mark R. Urbassik is a civil engineer and attorney with more than twenty-five years of
experience in the environmental regulatory field. Mr. Urbassik is a key provider of environmental science,
engineering, remediation, program management, and project management services related to environmental
compliance and soil and groundwater environmental issues. His broad base of technical environmental
experience includes detailed knowledge of regulatory mechanisms used by federal, state, and local
governmental agencies. He is currently serving as an appointed member of Pennsylvania's Cleanup Standards
Scientific Advisory Board.
Mr. Urbassik's involvement with solid waste regulations dates back to 1978 on the state level, and began
in 1980 on the federal level with the issuance of the Resource Conservation and Recovery Act (RCRA) regulations
of more than 30 federal hazardous waste permit applications. Mr. Urbassik's solid waste experience also
includes general management of the Superfund sites for a major organic chemical manufacturer. His combination
of industrial experience, legal training, and technical knowledge enables Mr. Urbassik to develop integrated
regulatory strategies across the various state and federal programs, which may be encountered on complex site
remediation projects. Throughout his professional career, Mr. Urbassik has worked closely with legal
professionals, while performing such tasks as establishing the environmental auditing program for a specialty
organic chemical company, providing expert witness testimony in numerous cases, negotiating with environmental
regulatory agencies on behalf of industrial clients, and advising industrial clients of the potential effects
